SUMMARY OF 10 YEARS OF IMPLEMENTATION OF THE DIRECTIVE ON STRENGTHENING PARTY LEADERSHIP IN TRAINING HIGHLY SKILLED HUMAN RESOURCES

        On August 27, the Provincial Party Standing Committee held a conference to review 10 years of implementing Directive No. 37 dated June 6, 2014 of the 11th Party Central Committee Secretariat on strengthening the Party's leadership in training highly skilled human resources. Attending the conference were comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; comrade Tong Quang Thin, member of the Provincial Party Standing Committee, Deputy Secretary of the Party Committee, Standing Vice Chairman of the Provincial People's Committee; comrades of the Provincial Party Standing Committee, leaders of the Provincial People's Council and People's Committee, delegates of the Central Propaganda Department, members of the Provincial Party Committee, secretaries of Party Committees and Party delegations; leaders of departments, branches, sectors, the Fatherland Front and socio-political organizations at the provincial level; leaders of specialized agencies assisting the Provincial Party Committee, principals of universities, colleges and intermediate schools in the province; Representatives of the Standing Committee of the District and City Party Committees, leaders of the People's Council, People's Committee, Vietnam Fatherland Front Committee, Department of Labor, War Invalids and Social Affairs of the districts and cities, and awarded collectives and individuals.

      The report at the conference affirmed: After 10 years of implementing Directive No. 37-CT/TW, the awareness of Party committees, authorities, cadres, Party members and society on training highly skilled human resources has been increasingly raised. Vocational education (VET) has always been closely led and directed by the Provincial Party Committee, Provincial People's Council and Provincial People's Committee, achieving many positive results. The labor training index in the Provincial Competitiveness Index (PCI) of Ninh Binh province has always achieved high rankings.

        The system of policies and laws on vocational education has been gradually improved, ensuring that it is linked to the labor market in an open, interconnected, modern, integrated and adaptive direction. Ninh Binh province has also issued mechanisms and policies to encourage and create favorable conditions for organizations, individuals using labor, and capable enterprises to participate in vocational education activities; issued policies to support long-term vocational training for children of Ninh Binh people...

       The network of vocational training institutions is increasingly developing. By May 30, 2024, there were 27 vocational training institutions in the province, including 19 public institutions and 08 private institutions. Conditions to ensure training quality have been strengthened, the team of managers and vocational education teachers have been trained and improved their professional qualifications; Vocational training content, programs and methods have been updated and innovated, ensuring "learning goes hand in hand with practice" ... contributing significantly to the formation of a skilled workforce, serving socio-economic development, the cause of industrialization and modernization of the country.

       International cooperation activities on vocational training have been strengthened, contributing to improving the quality of training highly skilled human resources... After 10 years, the whole province is estimated to have trained about 200,000 people. It is expected that by the end of 2025, the rate of trained workers will reach 72%, of which the rate of workers with degrees and certificates will reach 36%.

     At the conference, delegates also spent a lot of time discussing and analyzing the limitations and shortcomings in the implementation of Directive No. 37. At the same time, they shared experiences in direction and administration; in implementing mechanisms and policies to deploy activities; Experience in propaganda and mobilization; Experience in coordinating with businesses to provide vocational training... On that basis, they contributed ideas to propose directions, tasks and solutions for training highly skilled human resources in the province, serving industrialization and modernization until 2030, with a vision to 2045.

       In his concluding remarks at the conference, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council acknowledged and highly appreciated the leadership, direction and organization of the implementation of training of highly skilled human resources of Party committees at all levels, authorities, departments, branches, sectors, the Vietnam Fatherland Front and socio-political organizations from the province to the grassroots level and vocational training establishments in the province in the past time.. However, besides the outstanding results, in reality there are still some limitations that need to be resolved soon, such as: The quality of the labor force basically meets social requirements but does not really meet the requirements of international integration; The enrollment work of some vocational training institutions faces many difficulties...

Clearly defining that training highly skilled human resources is an important task that needs to be focused on to contribute to building Ninh Binh into a centrally-run city by 2035 with the characteristics of a Millennium Heritage City and a creative city. Therefore, in the coming time, to further improve the quality and effectiveness of training highly skilled human resources in the province, the Standing Deputy Secretary of the Provincial Party Committee requested Party committees at all levels, authorities, departments, branches, sectors, the Fatherland Front and socio-political organizations, districts and cities to focus on directing the implementation of 5 key groups of tasks, which are:: Strengthening the leadership and direction of Party committees and authorities at all levels, the coordination between training institutions and enterprises in vocational education in general, and training highly skilled human resources in particular; innovating and promoting propaganda and career guidance to raise awareness and create consensus among the whole society for high-quality vocational training. Strengthening the connection between the state - schools - enterprises in vocational training, forecasting human resource needs, on that basis, building appropriate human resource training strategies to meet labor market requirements. Promoting the socialization of vocational education to increase the scale and number of trained workers to serve the socio-economic development of the province; focusing on investing in facilities and high-quality training human resources for key vocational training institutions of the province; Strengthening state management of vocational education, directing the serious implementation of inspection, examination and supervision work, promoting the role of the Fatherland Front, socio-political organizations and the People in supervising and providing social feedback on vocational training, at the same time praising, rewarding and honoring collectives and individuals with many achievements in vocational education activities; Further promoting international cooperation, exchanging training programs, coordinating training quality assessment and developing the labor market...

        Also at the Conference, 10 collectives and 15 individuals with outstanding achievements in implementing Directive No. 37 were awarded Certificates of Merit by the Chairman of the Provincial People's Committee, including Mr. Le Hong Phong - Chairman of the School Board, Vice Principal of the school. This is a testament to the tireless efforts and solidarity of the leaders and staff of the Viet Xo Construction Electromechanical College in vocational training in general and training of highly skilled human resources in particular. On the threshold of the new school year, this result will certainly be a driving force for the school to continue to promote its strengths and successfully complete the set goals.
